As it stands I'm not aware of a way to do this. In Admin | Content there are pages showing you all tags and all comments. Some time ago I turned the tags page into a module so that you could show this to users, but without the edit capability of course. I guess it would be possible to do the same for comments. I agree that it's something of a gap. It's one reason that I stopped using the comments module and put in a Facebook comments block instead.

And when i set comment block it writes to me: This module needs the purifier module to function properly. What is it?
And exist something, where it show to me (for user, not admin) all comments?

OK, Its solved - problem was missing HTML perifier
For example can I click at Recent comments - and it shows me all comments...
