Import users to fresh 3.08

Is it possible to add users to a 3.08 instal without having any previous gallery 2.x
is there a forma for them to be in even if i have to load direct to the db?

Gallery 3.0.8
Operating system: Linux 2.6.18-408.8.2.el5.lve0.8.61.3
Apache: Unknown
PHP: 5.3.18
MySQL: 5.5.28-log

Graphics toolkit: gd

I think the REST module could be used to accomplish that. I've never tried scant offer more info other that what the docs provide.
