Newbie needs quite a bit of help here

I work for a newspaper and would like to conduct a cutest pet contest, I would like to integrate online voting with walk-in votes.

This is the scenario

Here is what I would like to do:
1. Have 20 pictures perhaps in each category.
2. Limit voting to perhaps 4 in each category.
3. Have a radio button under each picture and a very short description, like name and age of pet
4. Have a place that will collect votes for me so I can integrate those with the walk-in/mailed votes.
5. (and this is a perhaps) have the pictures thumbnail sized then clickable to a full size image.

Is this something that Gallery will do for us? Do you think that I am missing something?

I also need it to be really easy to work with and the survey results be easily read.
