change background color for header

Where do I find the css file that will let me change the background color of the header on Gallery 3.08

Or if I don't change the bk color in the css, how do I change it?

is the default.

Depends on the theme you are using where it comes from.
Default theme is /gallery3/themes/wind/css/screen.css.
