Allow editing of photos/albums but not deleting

Hello everyone, I was wondering if there was a way to allow users to add/edit and TAG photos but not delete photos. When ever I remove the edit/delete permission from a user it also takes away that users right to tag a photo. Is there anyway around this?

There is the http://codex.galleryproject.org/Gallery3:Modules:tag_by_group just for that.
If that is not enough and want users to actually edit the item as well there is the http://codex.galleryproject.org/Gallery3:Modules:remove_actions
