Block Uploads?

I am sure I am missing something simple as newbs do.
I installed Gallery to a site for my daughter to upload some of her pictures to. I am an Admin and I gave her an Admin account.

Problem is, anyone that goes to the site can upload pics. How can I set it up so that only people I give accounts to can upload?

She had a Gallery installation before but somehow got malware on it and I had to nuke it and start over. This is all new to me.

Thanks. I thought there might be something else. I set the permissions but I still see the add button. I am not near a computer, I ll try deleting my cache tonight and look again.
