Gallery 2.3 Upgrade Problem - Cannot get to Step 2 of Installation - Looping problem

Having not used www.photosportuk.com website for some time we went to Public/Click here to view galleries link and it came up with Gallery 2.3 Upgrade screen with warnings at the top. Clicking on the Continue to step 1 button at the bottom of the screen takes us to Authentication - password is ouatitw - Authentication successful - continue to Step 2 button loops straight back to the beginning of the upgrade process. Your host has likely forced a PHP upgrade on you.
Worse, they have safe mode enabled.
Gallery will not operate in safe mode.
