Registered users VS unregistered users

Im hoping someone can help with an Idea I want to do.

Im looking for two options:

1. is to have an "open" album that anyone can edit regardless of user registration no login required. But they would only be able to upload Images
2. Users that are registered would be able to upload images and Videos.

If this can be done, or not That would be great to know.

On a side note. On the User registration module, can the email requirement be removed?
