Album Permissions: In Depth Permissions

Floridave really helped me out on my last request of displaying the most recent picture in an album as the album cover. *Hat tip* to him for doing this.

The last customization I want to have in my gallery has to do with album permissions. This is how my current structure is setup:

Default (main album) -> Main Albums for Users -> Category Albums inside the Main Albums -> Pictures

I want to allow users to create their own albums inside both the "Category Albums" sections and the "Pictures" sections; but, there is 1 kicker. I want to have the "Category Albums" pinned, per se, so that the position of the albums always remain at the top, on the first page. However, if a user creates an album, it should be tracked like a regular photo where it will be knocked down the list as more pictures are uploaded.

Say for example I have a "Wallpapers" category.

Default (Main Album) -> Wallpapers -> Category Albums (Abstract, Motorheads, Sports, etc.) -> Motorheads Pictures

I want users to be able to add their own albums and pictures inside of "Wallpapers" but if they do add albums, and someone else adds pictures after them - their albums will appear later in the list. While this happens, the main "Category Albums (Abstract, Motorheads, etc)" will be pinned to the front of the list. The same would apply to the "Motorhead Pictures" section.

I'm not 100% sure I am clear on this, but I tried to explain as best as I could. Giving some kind of option for pinning albums would be great, while setting all user (non admin) albums to act like pictures.
