[module]: Remove actions

A new module to replace 2 existing modules.
* Remove Add an album action from users but still allows the admin to have the action available.
* Remove Edit permissions action from users but still allows the admin to have the action available.

Replaces the admin permissions & remove add album modules.

Can be easily extended to remove other actions.

great, thank you. i "did" a similar module by "merging" admin permissions & remove add album, but this is much better.
