Error 324 Fresh Install - Read Forums

I am getting an Error 324 unable to load

I have tried removing files and replacing them with fresh unzipped files, and nothing.
I have tried removing the database and the files and reinstalling, and nothing.
I have checked and everything is loaded that is a prerequisite...

dunno why I am getting this error... hoping someone has run into this also and worked it out

Below is my VirtualHost file edited up hiding some details of server and domain for time being :/

I am getting the same error 324 unable to load. Tried reinstalling the files from the fresh zip but it doesn't work. Sounds terrible probably i've read all the manuals, but it just doesn't work, it gives me that error and that is it. Maybe mySQL is an issue here.
Please help?

I've heard that Chrome browser did (and maybe still does) this http://productforums.google.com/forum/#!category-topic/chrome/report-a-problem-and-get-troubleshooting-help/E9OS9mS6yc8[1-25] When I type "Error 324" in Google it comes up with lot's of links to people talking about Chrome giving this error for some reason. Even if your not using Chrome, try installing using a different browser. It may or may not help but you can at least rule that out as an issue.

phpinfo looked ok to me but that does not mean there is something airy.
I'm out of ideas.
