Can't login to Gallery 1

The following information is required to get an answer:
Get this information from the PHP diagnostic (in the configuration wizard).
Gallery URL (optional but very useful):
Gallery version: 1.5.1
Apache version: Same as previous post
PHP version (don't just say PHP 4, please): 4.3.9
Graphics Toolkit:
Operating system: Windows XP
Web browser/version (if applicable): Firefox

How am I supposed to migrate gallery 1 to gallery 2, if I can't login to gallery 1? This has been an ongoing issue randomly with gallery 1. I am using the correct username and password. Because my hosting co. tech support is able to login.

Is there a cookie issue with Gallery 1, or is it something else?
