Combined CSS and JS in Admin view returns 404.

Is there any way to disable CSS and JS combining or to clear the cache for these files? For whatever reason it's not working and my admin pages are unstyled and not really working. I duplicated my theme and installed the duplicate and it still doesn't work. Suggestions? |
