Prevent changing of the album cover by users

Searched, and could not find.

I just noticed that a user on my site changed the album cover of my main album. Obviously, i don't want that to happen.

Can i prevent users from changing the album covers, while still allowing them to upload photos?

While we're at it, can i allow uploading of photos, but NOT allow creation of new albums?
