Watermarks are not appearing on my thumbnails -

I know much has been said about options of Watermarks with version 3, especially not having watermarks on Thumbnails.
However My client specifically wants their thumbnails to have Watermarks and this feature is not working consistently on my gallery site. It did work for a short while. I am not sure why it is happening now.
