Adding Tags @ Upload Not Working

I can add tags in Edit but not at the time of upload - using commas, even at the end and it's still not working.

Ideas?

Are you adding the text before you push the upload button?

I don't think I've tried it before hitting upload. The form's still active after the pic(s) is(are) uploaded. I'll give that a try. Thanks.
