Upgrader keeps sending me back to step 1

I tried upgrading from 2.2.2 to 2.3.1 following the instructions. The upgrader kept sending me back to step one everytime I logged on successfully and wanted to click to get to step 2.
I then tried to upgrade to 2.2.6, but I keep getting the same problem

On the top of the page i see the following:

and then after step 1:

At this point I have no clue what the issue could be and haven't been able to find anything in the forums so far.

My database is backed up and the g2data should be fine too, so if I need to reinstall everything I can do that but at this point I don't even know where to start...
