I recently upgraded to G2.3.1 from an older 2.2 version, and had the Jensperms running (had totally forgotten I added that. I can't seem to find out of the Jensperms add-on will work with G2.3.1., and the thread for that (http://gallery.menalto.com/node/26165#comment-162332) hasn't been updated since 2009.
