Did you restart Apache after making the change? Does the G2 install fail in the same place?

Yes, I restarted Apache after changing the php.ini file, and phpinfo() shows the change was picked up. It fails at the same point, with exactly the same error.

clear your db of any g2_ tables, delete /www/outwalk/users/outwalk-photones/www/htdocs/gallery2/g2data/versions.dat and try again.
Be aware that you are at the very bottom of php and mysql requirements http://codex.gallery2.org/Gallery2:Installation_Requirements#PHP_Version_Compatibility
If you can swing an upgrade in both departments it would be a step into the 21 century.

This server is running OpenSUSE 11.3, php 5.3.2, Apache 2.2.15, mySQL 5.1.46, and I am installing Gallery 2.3.1. Based on the Gallery2 installation requirements you cite, this environment is very current. In what sense is this server at the "bottom of php and mysql requirements"? Step into the 21st century??
I am out of town today. As soon as I get back, I will try the steps you suggest. Thanks for the ongoing help.

I'd think (hope) you'd be getting a different error if this was the case, but I'd also double check that the user you're using for MySQL has full permission to the DB you're using.
One other thing to check because I've seen this popup before but again I'd think you'd be getting a different error message. If you're using "funky" characters in your username or password for MySQL, try using only alpha-numeric chars.
A-Z, a-z, 0-9
No symbols like, $#!*&%_ (space), etc.

I have a feeling this might be at least part of the issue, but I must admit I'm something of a novice with these tools. I have phpMyAdmin installed - can you advise me how to confirm this? That is, how to confirm about the user, and the permissions...

Password has no symbols, neither does the userid. I deleted the entire directory tree, then copied it from a backup (version 2.3). Then ran the install script, and I am up and running now, but on the 2.3 version.
