Upload error:406 with gallery3

First time gallery user. I downloaded and installed gallery3. I had to add a php.ini file to the gallery folder to disable suhosin.session.encrypt = Off and that seemed to work, but I'm still getting a Upload Error: 406. I googled it and changed my .htaccess to look like this now: <IfModule mod_php5.c>
php_value short_open_tag 1
php_value magic_quotes_gpc 0
php_value register_globals 0
php_value session.auto_start 0
php_value upload_max_filesize 20M
php_value post_max_size 100M
SecFilterEngine Off
SecFilterScanPOST Off

but I'm still experiencing the problem.

What should I try next?

I believe this is is an issue with mod_security. Search for "error 406" elsewhere in the gallery3 forums (sorry, short on time or I'd help you find it).

file a bug or feature request | upgrade to the latest code | use git
