Install G3 on windows 2003 problem

I have a working copy of G2 on my windows 2003 server with apache, php and mysql latest release.
G2 works fine ( all of it ), I downloaded and installed G3, but when the site comes up, it all displayed to the left, like there is not CSS/formating, like a 90's website. any ideal? Is there
something in apache or php i need to turn on?
