Text in Pictures, added by User

You know websites like http://icanhascheezburger.com/ and http://motifake.com/? The user can upload funny pictures and, in the first case, can put a text on them or, in the second case, can add the black border + text in the border.

I like to give this to my users to. Is there a plugin, function, anything that makes this possible with gallery2 or do I have to use another online-gallery software?
