Access Denied for everyone but admin

I am integrating a previous standalone Gallery 2.2 installation with a new Drupal 5 site. Everything works fine when logged in as "admin", but as "anonymous" nothing shows up (get the Drupal "Access Denied" message). Even the "Gallery" menu item disappears. I have set all the permissions in Drupal, as far as I can tell. Worked on this problem without success for days. Ideas? Perhaps there is a conflict with a different module? In case anyone else has this problem I believe it was a conflict with the "menu_per_role" Drupal module. Disabling this module makes everything appear as it should.
