Is there a way to create and album that requires a user ID to upload pictures? |

i'm not sure i understand your requirement correctly.
In Gallery, you can configure exactly which users are allowed to upload in which albums. You do that with assigning permissions.
e.g. you'd add the "add item" permission to a speicifc user (which has a speciifc user id) for a speciifc album.
