Could this be Done

Can this be done at all?
I am setting up a site for a costumeing group that needs to have all costumes approved by an aproval group.
What I will need a way for a registerd member to upload a picture to a single gallery that can only be viewed by a certin group of memebrs?
And I am trying to do with this is to have a upload area on the website outside of gallery if possible or just a link to that section once logged in that members can upload but they must be registerd with gallery before they can do this.
