AirlineFan.com photo and video gallery website development project: seeking Gallery Menalto expert to develop website

I am looking for a php programmer who is an expert at Gallery Menalto to complete my www.AirlineFan.com airline photo and video gallery website. Attached is my original website specification document. I welcome programmers to contact me with questions, expressions of interest, and cost estimates for the following project.
My www.AirlineFan.com website will be a combination of the www.airliners.net website (which is the world's most successful airline photo gallery website) and www.flightlevel350.com (which is the one and only airline video gallery website). I want to offer both video and photo gallery capability under one roof, with the video and photo sections of the website being segregated into seperate upload, approval, viewing and seach streams.
Since March 2006, I have had a php programmer develop my www.airlinefan.com site from scratch. He has become bogged down in the project, and has told me it will be too difficult and costly for him to complete the project as he under-estimated what is involved. Therefore, I am wondering if there is an expert php programmer familiar with the Gallery Menalto system that could either 1) complete my existing www.airlinefan.com website by merging the existing coding into the Gallery Menalto system, or 2) freshly develop a website to my specficiations using the Gallery Menalto system as a base.
The essance of both Airliners.net and flightlevel350.com is a self-populating listing categories system, whereby uploaders can suggest new listing categories, aircraft types, airlines, airports etc, and the approvers can approve the new categories, and all of the website categories become the active search categories. If you look at my existing www.airlinefan.com website you will see that the search categories are by aircraft, airline, airport, photographer, category, date and keyword.
From what I have seen on the Gallery Menalto website demo pages there is no similar self-populating search and listing category capability designed yet for this open source program. As my programmer has already designed this capability maybe it could be imported into the Gallery Menalto system.
