No link to add comments?

I'm using Gallery 1.4.4 pl6. I'd like all users (guests included) to be able to make comments. But only certain users should be able to see them.

So I've given EVERYBODY the right to make comments. And I've given specific gallery users the rights to see them.

The result is that there's no more link to add a comment (for users that have not logged in, that is). Is this working as designed?
