Can't add other users or upload pictures

I cannot add new users. When I try to I get this error:

/web/docs/albums/.users\n
Warning: Cannot modify header information - headers already sent by (output started at /web/docs/gallery/classes/gallery/UserDB.php:41) in /web/docs/gallery/manage_users.php on line 33

Also when I try and upload pictures nothing happens.
