do i need configure.bat and secure.bat anymore?

for ver 1.4.4pl6, the config wizard is built into the admin's page in gallery. do i no longer need secure.bat and configure.bat? and what about when i upgrade versions? do i still need to put gallery in a configuration mode? or is there no such thing anymore? thanks!
