Cannot upload images as a user

There are couple of issues here....

1. If I logged in as an Administrator,I could upload images to my album. But if I logged in as a user, I could not upload images, as I the links under Actions were not displayed.

2. I could see Administrator's images even when I logged in as a regular user (without admin privileges).
