Access Forbidden to Configuration Wizard

I recently upgraded to Fedora from RedHat 9. I saved the albums directory just like I was told to do on FAQ D.1. I tried to run the configuration wizard, but I got an access forbidden error. I made sure the permissions were fine: they are. I ran configure.sh, and, just to make sure, switched everything in the setup folder to 777. Access was still denied! It said that I did not have permission to access the configuration wizard, even though I see that it is owned by apache and permission is set to 777.
What's wrong?

What does this mean?

By the way, I did get that it has something to do with the .htaccess file. I already added the three lines that allow you to use allowoverride to httpd.conf.
