I have changed the thumb_size and resize_size settings multiple times both they don't have any effect. After changing the values and uploading an image - the image is created using the default values of 200 width for the thumbnail and 640 width for the larger image.

When I look at the database the values in the vars table contain my custom values. However, the entries in the graphics_rules table contain the following:

a:3:{s:5:"width";i:200;s:6:"height";i:200;s:6:"master";i:2;}
a:3:{s:5:"width";i:640;s:6:"height";i:640;s:6:"master";i:2;}

If I manually change these graphics_rules values, then the image re-size works. I'm not sure what the problem is? Looks like the custom values are not picked up and the default values are being used.

you don't change them in advanced settings. You change them in theme options.

Changed the values there too but no dice - the default values are still being used.

It looks like you can change the value in either place advanced settings and theme options - they both update the vars table but image re-size is still using gallery3 defaults.
